The letter contained phrases such as "there is only one thing left for you to do" and "you are done."

TIER 1 - VERIFIED: ADVISORY COMMITTEE ON HUMAN RADIATION EXPERIMENTS (ACHRE) 1994-1995, CLINTON EXECUTIVE ORDER, CONGRESSIONAL INVESTIGATIONS
Scale of the Problem
President Bill Clinton formed the Advisory Committee on Human Radiation Experiments (ACHRE) on January 15, 1994, chaired by Ruth Faden of Johns Hopkins. The investigation was triggered by Pulitzer Prize-winning investigative reports by Eileen Welsome in The Albuquerque Tribune.
Finding: Over 4,000 federally sponsored radiation experiments were conducted between 1944 and 1974, involving tens of thousands of subjects.
PLUTONIUM INJECTION EXPERIMENTS (1945-1947)
- Subjects: 18 people injected with plutonium, 6 with uranium, at least 1 with americium
- Consent: None. Subjects were hospitalized patients, many not expected to survive their existing conditions
- Purpose: To determine how plutonium was absorbed and distributed in the human body
- ACHRE finding: "In no case was there any expectation that these patient-subjects would benefit medically from the injections"
Albert Stevens -- "CAL-1"
A house painter diagnosed with terminal stomach cancer. He was injected with plutonium on May 14, 1945. Subsequent surgery revealed he did NOT have cancer. He lived for another 20 years, unknowingly carrying plutonium in his body, making him the most irradiated human in history.
VANDERBILT UNIVERSITY IRON STUDY (1945-1947)
- Subjects: 829 pregnant women at the Vanderbilt University prenatal clinic
- Method: Given a "cocktail" containing a tracer dose of radioactive iron (Fe-59)
- Purpose: To determine iron requirements during pregnancy
- Consent: Women were told it was a "vitamin drink"
- Health consequences: Among mothers who received radioactive iron, 4 gave birth to children who developed malignancies (acute lymphatic leukemia, synovial sarcoma, and others). All four of these children died. Higher-than-expected incidence of cancers in the mothers themselves.
- Legal outcome: $10.3 million lawsuit settlement against Vanderbilt University
MIT FERNALD SCHOOL EXPERIMENTS (1940s-1950s)
- Subjects: 74 children at the Walter E. Fernald State School (a state institution for the "mentally retarded") in Waltham, Massachusetts
- Method: MIT provided radioactive isotopes (calcium-45 and iron-59) that were added to Quaker Oats cereal and served to the children
- Consent: Parents received letters asking permission for their children to join a "science club" with trips and extra food. The letters did not mention radioactive isotopes.
- Investigators: MIT researchers funded by the AEC and Quaker Oats
- Legal outcome: $1.85 million joint settlement by MIT and Quaker Oats
CINCINNATI RADIATION EXPERIMENTS (1960-1971)
- Conducted by: Dr. Eugene Saenger at the University of Cincinnati, funded by the Department of Defense
- Subjects: 88 patients -- predominantly poor, African-American, and with limited education -- with terminal or advanced cancers
- Method: Subjected to heavy doses of full-body (total body) irradiation
- Consent: Subjects were told they were receiving "treatment" for their cancer
- Actual purpose: DoD funded the study to determine the effects of radiation on combat soldiers; cancer patients were used as surrogates for soldiers exposed to nuclear battlefield radiation
- Health consequences: Some subjects died within hours of treatment. Lawsuits allege subjects were denied pain relief because researchers did not want drugs to interfere with data collection
- Legal outcome: $3.6 million settlement for families of the deceased
MARSHALL ISLANDS NUCLEAR TESTING (1946-1958)
- Scale: 67 nuclear weapons detonated in the Marshall Islands
- Total yield: More than half of all US nuclear test energy yield
- Castle Bravo (March 1, 1954): 15 megatons -- 2.5 times the predicted yield of 6 megatons
Rongelap Atoll
- After Castle Bravo, Rongelap was coated with up to 0.8 inches of radioactive calcium debris and ash
- Military did NOT evacuate residents for two days
- Virtually all inhabitants experienced severe radiation sickness: burns, vomiting, diarrhea, fatigue, swelling
- Adult internal thyroid doses: approximately 7,600 mGy (children received ~3x higher doses)
- The National Cancer Institute (2005): risk of contracting cancer for those exposed was greater than one in three
Deliberate Exposure Allegations
- In 1957, residents were allowed to return to Rongelap despite scientists' knowledge that radiation remained dangerous
- Declassified documents suggest some scientists influenced the decision to allow return specifically to study humans living in radiation-contaminated environments
- AEC Project 4.1 (officially titled "Study of Response of Human Beings Exposed to Significant Beta and Gamma Radiation Due to Fallout from High Yield Weapons") was ready to study the Rongelap people suspiciously quickly after the "accidental" exposure
1985 Evacuation
- After the US government dismissed requests to evacuate, the Rongelap community asked Greenpeace to relocate them
- 350 residents dismantled their homes and resettled in Kwajalein atoll
Ongoing Contamination
- Columbia University (2016): radiation levels in some Marshall Islands areas remain almost double what is deemed safe for human habitation
- The concrete dome ("Runit Dome") covering radioactive waste on Enewetak Atoll is cracking and at risk from rising sea levels
ACHRE Committee Overall Findings (1995)
- Recommended compensation for approximately 30 individuals subjected to dangerous experiments without knowledge
- Found that government agencies had systematically violated the ethical standards they themselves had established
- Documented a culture of secrecy that prioritized military and scientific objectives over human rights

GAIN-OF-FUNCTION RESEARCH AND COVID-19 ORIGINS
TIER 1 - PROGRAM EXISTENCE TIER 2 - LAB LEAK HYPOTHESISWhat Is Gain-of-Function Research? Research that modifies pathogens to enhance their transmissibility, virulence, or host range. The stated purpose is to predict and prepare for natural pandemic threats.
The COVID-19 Origin Debate
- US House Select Subcommittee (December 2024): Concluded in a 500+ page final report that COVID-19 "most likely emerged from a laboratory in Wuhan, China" and that "a lab-related incident involving gain-of-function research is most likely the origin"
- Key evidence cited:
- SARS-CoV-2 possesses a furin cleavage site not found in related natural coronaviruses
- The Wuhan Institute of Virology conducted gain-of-function research on SARS-related coronaviruses at inadequate biosafety levels

- 5. Targets are predictable. The vulnerable (minorities, prisoners, the mentally disabled, pregnant women, the poor), dissidents, and whistleblowers are disproportionately targeted.
