Six Arkansas counties passed moratoriums banning wind farms. The state legislature responded with Act 945, establishing a state permitting framework that critics say overrides county bans. Triple Oak Power is already claiming exemption from Crittenden County's moratorium under this act. The counties said no. The state said yes.
